Layer 1 includes:
physical events
actions
objects
measurable changes
communications that occurred
documents signed
words spoken
biological processes
environmental conditions
Layer 1 consists of event structure itself, not interpretation of the event.
Layer 1 exists whether or not anyone observes, describes, or records it.
Layer 1 is not perception.
Layer 1 is not description.
Layer 1 is not interpretation.
Layer 1 is not explanation.
Layer 1 refers only to the occurrence of events and conditions.
Layer 1 is structural reality prior to description and interpretation.
It may be partially or imperfectly known, but its existence does not depend on being known.
